Introduction
Welcome to Skjolden Port, where we are committed to fostering a secure, efficient, and enjoyable experience for all visitors, partners, and cruise operations in the stunning fjords of Skjolden, Norway. For all vehicles and personnel not affiliated with our exclusive partner program, "Skjolden Explore," the following rules and regulations apply without exception to uphold our high standards of safety, compliance, and operational integrity. Our premises, including the quay, access roads (see map below), Skjolden Resort, and Bryggjehuset, are fully private property and operate under strict compliance with the International Ship and Port Facility Security (ISPS) Code, as implemented through Norwegian regulations (Forskrift om sikring av havneanlegg). This ensures the safety and security of international vessels, passengers, and operations.
Unauthorized entry, commercial activities, or operations on our property without prior approval are strictly prohibited and may result in legal consequences, including fines, police involvement, and reports to authorities such as Kystverket (Norwegian Coastal Administration). We prioritize coordinated and compliant activities to maintain security and efficiency.
This policy applies to all external operators, including tour companies, bus services, and excursion providers. Failure to comply may lead to denial of access, penalties, and potential impacts on future port calls.
Prohibited Activities
The following activities are not permitted without explicit written approval from Skjolden Cruisekai AS:
Unauthorized entry onto the quay, access roads, or any part of our private property.
Commercial operations, such as passenger pick-up/drop-off, sales, or excursions targeting cruise passengers.
Early arrival of vehicles before designated times, which disrupts logistics and security protocols.
Confrontational behavior, threats, or refusal to leave after instructions from port staff.
Violations may constitute breaches of:
ISPS Code (security risks to international shipping).
Norwegian Harbours and Fairways Act (Havne- og farvannsloven) – sections on access and commercial use.
Norwegian Penal Code (Straffeloven §§ 268 and 271) – unlawful trespassing and threats.
We reserve the right to document incidents (e.g., via photos, videos) and escalate to police, Kystverket, vessel agents, or cruise line authorities.
Requirements for Authorized Access
To conduct any operations on our premises (e.g., passenger transport, excursions), operators must obtain prior approval. Requests should be submitted in writing.
Key requirements include:
Advance Notice: A minimum of 7 days written notice prior to the vessel's arrival.
Contact Information: Provide full details, including:
Driver's name and contact number.
Bus/vehicle license plate number.
Contact person at your head office (name, phone, email).
Timing Restrictions: Vehicles may enter the quay no earlier than 1 hour after the vessel's arrival and not between 12 am and 1 pm, to accommodate logistical needs and security checks. Other timing restrictions can apply depending on the ships needs.
Compliance Confirmation: All operators must acknowledge and adhere to our ISPS-compliant security plan.
Approval is subject to availability, security assessments, and payment of applicable fees.
Fees and Penalties
Skjolden Cruisekai AS charges fees for the use of our private infrastructure to cover operational, security, and maintenance costs. Fees must be paid in advance upon approval.
Vehicles with below 10 seats: 3,500 NOK Access Fee and 7,000 NOK Penalty fee.
Vehicles with below 30 seats: 5000 NOK Access Fee and 10,000 NOK Penalty fee.
Vehicles with above 29 seats: 7,500 NOK Access Fee and 15,000 NOK Penalty fee.
Access Fee: Payable for approved operations. Covers use of roads, quay, and facilities.
Penalty Fee: Imposed for any unauthorized entry or activity (e.g., unannounced drop-off). Non-payment may lead to civil claims for damages, additional costs, and legal action.
Fees are permitted under the Norwegian Harbours and Fairways Act for commercial use of private port infrastructure.
Refunds or adjustments are at our discretion; no access without payment.

Apply for access to the pier
Submit a request via the below form at least 7 days before the cruise call.
Receive a written approval (with timings) and invoice for the access fee.
Bus company pay the fee and confirm compliance minimum 3 working days before the cruise call.
Adhere to all timing and security protocols upon arrival.
