Terms & Conditions

Effective from January 1, 2026. All prices in Norwegian Kroner (NOK), excluding VAT. Prices and terms may be adjusted annually or due to unforeseen circumstances, with notice provided.

Price List

Harbour Fees:

• Quay Fee: NOK 0,85 per GT (Minimum 25000 GT)

• Mooring Fee: NOK 0,18 per GT (Minimum 25000 GT)

• Passenger Fee: NOK 10 per passenger (Minimum 500 PAX)

• Security Fee: NOK 10 per passenger (Minimum 500 PAX)

As an EPI member (Environmental Port Index), the total harbour fee in Skjolden Port will be adjusted according to the table below:

Prices are adjusted annually based on an average Consumer Price Index (CPI) derived equally from the United Kingdom, European Union, Norway, and the United States, with each region contributing 25% to the overall index.

Anchoring Fees

  • For vessels with fewer than 1,000 passengers: Flat fee of NOK 15,000 per day (includes Security fee, EPI-adjusted per table above).

  • For vessels with 1,000 - 2000 passengers: Flat fee of NOK 25,000 per day (includes Security fee, EPI-adjusted per table above).

  • Note: Anchored vessels do not incur quay or mooring fees and use tender services to the 36m tender pier (4m depth). Maximum capacity: 2000 pax on anchor and up to 2 ships per day, 5,500 passengers total. Quay specs: 127.5m length, 12m depth, 3m height, 1,000 tonnes total bollard strength.

Waste Management Fees

  • 22 m³ container: NOK 7,500.

  • 35 m³ container: NOK 8,500.

  • Must be ordered at least 2 weekdays in advance. Discounts for recyclable/sorted waste: 10% off with EPI Points 80 or higher.

Terms & Conditions

Pre-Arrival Notification

  • Cruise ships must submit a Pre-Arrival Report (PAR) at least 24 hours before expected arrival at Skjolden Cruise Port. This report should include the ship's Estimated Time of Arrival (ETA). Additionally, for eligible vessels, a notification to the Norwegian Safe-Sea Net is required.

Booking and Berth Allocation

  • Bookings are accepted up to 2 years in advance.

  • The call list for each calendar year locks on January 1 of that year. Once locked, no changes or substitutions (e.g., swapping a small vessel for a larger one) are permitted, even for late requests. Mutual agreements for swaps may be considered pre-lock, with credits at port discretion.

  • Priority for eco-friendly vessels (high EPI points) in case of conflicts pre-lock.

Mooring Charges

  • Mooring charges at Skjolden are based on the vessel's gross tonnage (GT). In cases where a ship has not been officially measured or lacks a valid measurement certificate, Skjolden Cruise Port will estimate the tonnage. These charges are levied according to the latest pricing schedule, exempting vessels anchored and using Tender Quay services. Charges are subject to periodic adjustments. Skjolden Port has a minimum mooring fee as listed.

Docking Fees

  • Docking fees are also calculated based on the ship's GT, following the same protocol as for mooring charges. Fees are applied for every 24-hour period or fraction thereof, with a minimum chargeable period. Reduced rates apply for short stays exceeding 24 hours but less than 30 hours. Special rates are negotiable for stationary vessels. For vessels moored to another ship at the quay, fees are applied as if directly docked at the quay. Charges are subject to periodic adjustments. Skjolden Port has a minimum docking fee as listed.

Port Security Charges (ISPS)

  • Skjolden Cruise Port adheres to regulations for security and terrorism preparedness. The ISPS fee covers the capital and operational costs of these measures. This fee is calculated based on the passenger count submitted via SafeSeaNet, excluding crew and visitors. Adjustments are made for stays exceeding 24 hours and the EPI points may affect these fees. Minimum as listed.

Passenger Dues

  • Passenger dues are collected for each passenger as per the count delivered through SafeSeaNet. This fee is subject to EPI adjustments and for partial day stays. Minimum as listed.

Waste Management Fee

  • In line with pollution control regulations, Skjolden Cruise Port manages waste reception from ships. Fees for waste disposal are based on a minimum charge, with additional costs depending on the volume of waste. Waste disposal must be ordered a minimum two week days in advance.

Environmental Port Index (EPI) Surcharges and Discounts

  • EPI influences surcharges or discounts on all harbour fees, incentivizing environmentally friendly practices. Non-reporting within 144 hours post-departure results in fees based on a zero EPI points. The EPI score is calculated based on a vessel's actual consumption and operational data during a port call. Mandatory reporting of this data post-arrival ensures accurate insights into emissions. Submission must be completed within 72 hours following departure. Skjolden Cruise Port's EPI scheme aligns with the Harbour and Fairways Act and the 2010 Regulation, ensuring non-discriminatory practices and compliance with relevant laws and EEA regulations. The environmental charge applies uniformly to all vessels, irrespective of nationality, size, type, or function. Skjolden Cruise Port reserves the right to make amendments to the EPI scoring and fee adjustment system.

  • Incentive for Zero-Emission Vessels: In a move to encourage advancements in climate technology, Skjolden Cruise Port offers a significant environmental bonus for zero-emission vessels. We provide a 25% discount (aligned with top EPI tier) on harbour fees for vessels that can demonstrate zero emissions throughout their stay within the municipal sea area of Luster. This incentive covers all passenger and cruise ships utilizing municipal quay/jetty facilities.

Cargo Management

  • All goods and cargo must be reported post-departure. Cargo fees apply to all items moved across public quays, excluding passengers' luggage, provisions for ships, and necessities. Storage is included for up to 48 hours post unloading/loading.

Cancellation Policy

  • Cancellations within 24 hours of arrival result in a 100% charge of harbour fees, without EPI adjustments. Cancellations within 48 hours result in a 50% charge. Earlier cancellations incur no fees, barring direct costs due to the cancellation. Force majeure (e.g., weather, emissions restrictions) considered case-by-case.

Scope and Applicability

These terms apply exclusively to cruise ship-related services at Skjolden Cruise Port. They are binding for all services provided by the port to its users, as outlined in the port's operational regulations and price lists. Any deviations from these terms must be agreed upon in writing between Skjolden Cruise Port and the customer.

Definitions

Key terms used in this document are defined as follows:

  • Skjolden Cruise Port: Officially designated port authority.

  • Customer: Any user or lessee of the port's services, infrastructure, or facilities.

  • Harbour Services: Includes maintenance of navigable fairways, public authority roles in these areas, infrastructure provision for docking and cargo handling, and rental of premises.

Organizational Structure

Skjolden Cruise Port operates as a privately owned enterprise, managing port activities, infrastructure, and public administration related to vessels, cargo, and passengers. Compliance with the Harbour Act, associated regulations, and specific provisions for waste management and security (ISPS) is mandatory.

Pricing Policy

Customers are required to pay fees as per the current price list. Prices are in Norwegian Kroner (NOK) and exclude VAT and other duties unless stated otherwise. Customers bear the risk of any currency exchange rate fluctuations.

Payment Terms

Invoices issued by Skjolden Cruise Port are payable within twenty-one (21) days unless otherwise agreed. Invoices are sent electronically or in PDF format, with charges applied for paper invoices. Customers must provide accurate billing information and timely inform the port of any changes.

Late Payment and Security Provision

Late payments incur statutory interest and fees. Skjolden Cruise Port reserves the right to demand advance payments, bank guarantees, or equivalent security for services provided. Non-compliance may lead to service cancellation or denial of departure.

VAT Compliance

Value Added Tax is levied in accordance with Norwegian legislation. Unless stated otherwise, all prices are exclusive of VAT.

Debt Collection and Price Adjustments

Overdue fees may trigger enforcement actions. Claims related to the Harbour Act may result in maritime liens. Prices are subject to annual review and adjustments based on unforeseen detrimental circumstances.

Complaints Procedure

Claims against Skjolden Cruise Port for damages, delays, or other service-related issues must be filed promptly, and no later than three months after the customer becomes aware of the grounds for the claim.

Disputes and Legal Framework

All legal disputes related to Skjolden Cruise Port services fall under Norwegian law.
